Operation Talwar was the codename for the Indian Navy's maritime campaign during the 1999 Kargil War. It was launched on 26 May 1999 in support of Operation Vijay (Indian Army) and Operation Safed Sagar (Indian Air Force) after Pakistani forces and infiltrators occupied strategic heights along the Line of Control in Jammu and Kashmir.
The primary objective of Operation Talwar was to establish complete naval dominance in the Arabian Sea, deter any escalation by the Pakistan Navy, and isolate Pakistan economically by threatening its maritime trade and oil supply routes. The Western Fleet and Eastern Fleet of the Indian Navy were rapidly mobilised and deployed in the Northern Arabian Sea near Pakistan's coastline.
Indian naval task forces positioned guided missile destroyers, frigates, submarines, missile corvettes, and fleet support ships to maintain continuous surveillance and combat readiness. Aircraft from the Navy also carried out maritime reconnaissance and anti-submarine patrols to monitor Pakistani naval movements.
One of the most significant achievements of Operation Talwar was the establishment of a de facto naval blockade. Indian warships dominated the sea lanes leading to Pakistan's ports, especially Karachi, through which the majority of Pakistan's imported oil and commercial cargo passed. Although no formal blockade was declared under international law, the deployment created a credible threat that forced Pakistan to keep much of its naval fleet within harbour and generated serious concern regarding the security of its maritime trade.
The operation severely restricted Pakistan's strategic flexibility during the Kargil conflict. Faced with the possibility of disruption to critical oil imports and international shipping, Pakistan was compelled to avoid opening a wider naval conflict. Throughout the operation, the Indian Navy maintained complete operational readiness without engaging in major naval combat.
Operation Talwar concluded successfully on 26 July 1999 with India's victory in the Kargil War. The operation demonstrated the Indian Navy's ability to project power, conduct joint operations with the Army and Air Force, and use maritime dominance as an effective strategic deterrent. It remains one of the most successful examples of naval coercion in modern Indian military history.
